The Maine Quality Forum (MQF) is a state agency that is responsible for monitoring and improving the quality of health care in the State of Maine. MQF’s governing statute is Title 24-A Chapter 87 §6951. The projects that the MQF supports align with the needs of its stakeholders as it relates to advancing the Institute for Healthcare Improvement’s (IHI) triple aim.

• Improving the patient experience of care (including quality and satisfaction);
• Improving the health of populations; and
• Reducing the per capita cost of health care.

Public Law, Chapter 244, requires the Maine Quality Forum to develop an annual report beginning January 15, 2020 on primary care spending using claims data from the Maine Health Data Organization. The report must also include information on the methods used to reimburse primary care providers from payers. Here is the first annual report: Primary Care Spending in the State of Maine.

The MQF is governed by a board of Trustees as defined in Title 24-A: Chapter 87 section 6904. The current chair of the Board is Joseph Bruno, R.Ph. former House Minority Leader. The MQF drives health care quality improvement by working collaboratively with our private and public sector partners.

MQF’s work is focused in six key areas:

• Advancement of primary care
• Collection and analysis of hospital quality measures
• Public transparency of health care quality in the state of Maine
• Reductions in the rate of Health Care Associated Infections in the State of Maine
• Patient experience
• Culture of safety in physician practices
