The meeting is to discuss proposed rule Ch. 241 - Uniform Reporting System for Hospital Inpatient Data Sets and Hospital Outpatient Data Sets.
MHDO is a state agency that collects health care data and makes those data available to researchers, policy makers, and the public while protecting individual privacy.

The proposed changes update links and modify some data element descriptions to more accurately reflect the requirements. A new data element labeled “Payment Source” is added to identify those inpatient and outpatient hospital encounters that are considered “self-pay” and those encounters that fall under the hospital's “charity care” policy. This change will enhance the level of granularity and insight into the financial status and payer mix in Maine hospitals.
The virtual public hearing will be held March 5, 2026, at 9:00 A.M. EST and the deadline for public comments is Monday, March 16, 2026 at 5:00 P.M. EST.

December 30, 2025 New FY2024 MHDO Standardized Hospital Financial Data Reports Are Now AvailableThe Annual Summary Reports are condensed and include both unconsolidated hospital financial data and consolidated health system financial data. The unconsolidated hospital data covers a five-year period (FY 2020 – 2024) and includes data elements as reported by Maine hospitals and common financial ratios. The consolidated health system data covers a four-year period (FY 2021 – 2024). The updated reports can be found on our Hospital Financial Reports web page.
November 10, 2025 Two Proposed Rules, Public Hearing Date & Deadline for Public Comments:Rule Chapter 340 - Uniform Reporting System for Reporting 340B Drug Program Data Sets (Routine Technical)
This rule is being proposed to implement the requirements in PL 2025, Chapter 388, §§P-1 to P-4, concerning the collection of information from hospitals participating in the federal drug pricing program under Section 340B of the federal Public Health Service Act, 42 United States Code, Section 256b, referred to as "the 340B program".
NEW Rule Chapter 841 - Uniform Reporting System for Hospital Price Transparency (Routine Technical)
This new rule is being proposed to implement PL 2023, Chapter 584 that requires disclosure to the MHDO of hospital price transparency data mandated under 45 CFR Part 180 subparts A and B.
The virtual public hearing will be held for both proposed rules on December 4, 2025, at 9:00 A.M. EST.
The deadline for public comments for each rule is December 15, 2025 at 5:00 P.M. EST.
Public Law 2025, Chapter 218, An Act to Amend the Laws Governing Primary Care Reporting by the Maine Quality Forum and to Establish the Primary Care Advisory Council, requires the Maine Quality Forum (MQF) to establish and staff the Primary Care Advisory Council. MQF has created a new page on its website where we will post information for the Primary Care Advisory Council’s work.
