There are three options for how MHDO authorized Data Recipients can receive and work with MHDO data.
For this option MHDO's data vendor, NORC, will send an e-mail to the MHDO authorized Data Recipient with links to the approved data release files to be downloaded into the Data Recipient's secure environment. MHDO and NORC use the file sharing platform Accellion to ensure a secure file transfer. Data Recipients must have an Accellion account before downloading MHDO Data. The following instructions will be included in the e-mail:
To begin downloading the files you’ll need to click on one of the links. Because this is a secure download you will be asked to enter the address that received the e-mail. If you do not already have a download account, you will receive a second verification e-mail. Click on the link in that e-mail, choose a password, and you will then be able to authenticate and download the files.
This option requires the MHDO authorized Data Recipient to complete a Data Enclave Account Creation form as part of the MHDO Data Request Application and to purchase an enclave license from NORC. The table below provides an overview of the standard features and benefits of accessing MHDO data via the NORC Data Enclave.
| What is included in a standard NORC Data Enclave Account? | |
|---|---|
| Data Access & Formats | Access database tables/views in Vertica HP (read only). |
| Storage for data files, reports, spreadsheets, documents | 50 GB is available in personal H Drive. |
| Database Software and SQL Query Software | Vertica HP database with Dbeaver SQL Client Tool. |
| Data Analysis Software | STATA, R/RStudio, Python, and other data analysis software, if supported by NORC Data Enclave. Access to Tableau Desktop with provision of external license. For additional software, users may need to provide a license; software must be Citrix compatible. See Data Enclave Account Creation Form for options. |
| Presentation Software | Microsoft Office Productivity Suite (2021) - Excel, PPT, Word, Notepad++, and other select text editors are available. |
| Data Import/Export Request Process |
Request and Approval for Data Imports and Exports are managed by NORC Data Enclave Managers via Accellion Software. Import: Users can upload up to 10 GB of Ancillary Data Files or 3rd party data sets for analytic purposes. This will be part of the 50 GB personal space available per user per year. Export: Users with approval for exports as documented in the Data Use Agreement can request up to 5 data exports per month (that can include non-PHI aggregated data files, PDF or Word docs). |
| Upload 3rd Party Data | 10 GB for Ancillary Data Files. |
| Support |
Provided by NORC: Assistance with technical issues, including account management, application launch failure, and database connectivity errors. Provided by MHDO: Assistance with data requests, access to authorized data sets, questions regarding data elements/fields. |
| Training | A self-guided onboarding to NORC Data Enclave and authorized MHDO Data via FAQs, enclave user manual, and short demo videos available in the enclave. 1-hour initial environment and data access training is available to new users at no additional cost (included in the Data Enclave license fee) from NORC upon request. Additional data specific training queries should be directed to MHDO helpdesk (i.e., content of data tables; how to link data tables in Vertica; how to access data tables in Vertica through other applications, including R, SAS, and Tableau). |
| Data Objects Permissions | Read only access to data views for all authorized years of data in Vertica (low memory and temp table limits). |
| Database New Objects Development | Creation of Temporary tables in Vertica is allowed. |
| NORC Fee Structure |
Hosting Fee Per User/Per Year = $7,500
Additional enclave fees vary and are based on user requests for additional licensed applications and/or additional storage needs. These fees are invoiced by and paid directly to NORC. |
Ad hoc reports will be delivered via encrypted email or the standard extract process to the MHDO authorized Data Recipient depending on the report content and file size as soon as completed. Specifically, any ad hocs or custom extracts that contain Private Health Information (PHI) will require an approved MHDO Data Management Attestation Questionnaire to be signed by the Data Applicant and Data Recipient, attesting to their ability to securely receive, store, and manage the data, prior to data being delivered via the secure Standard Extract method described below.
Please note that regardless of how MHDO authorized Data Recipients choose to receive MHDO Data, MHDO’s data access fees apply as described in MHDO Rule Chapter 50. Find more information on MHDO's Data access fees and pricing here.
